There are a number of factors that can play into this, including but not limited to, server host, internet speed connections (ping, latency), plugins, time of day and web traffic, etc.

With a default installation of WordPress and a default install of Arras, the site loads in a respectable amount of time. If you are looking to improve your page load times, you will need to consult a source outside of these forums.
