why don't alt tags show up on the images in the Header (custom logo) or the footer widgets?
isn't this like REALLY important regarding search engine optimization?

Firstly, which widget are you using in your footer?
Custom logos in the header do not have alt tags because they are <h1> tags with a background image. Only <img> require the "alt" attribute.
Using a <h1> tag for the main logo instead of the <img> tag is highly recommended for SEO purposes.
